Naval Yard Lease by Greiffjord from Agattu

Considering:

1. Most of the naval harbors in Northern Greiffjord is affected by heavy winter, thus doesn't allow access in or out due to heavy icing.
2. Most of the naval harbors in Southern Greiffjord is currently very crowded by Greiffjord Kriegsmarine's ship which dampening easy access in or out.
3. Greiffjord Kriegsmarine has already planned to add more warships, especially frigate of Valkyrie Class and corvette of Wesen Class.

Hereby deciding:

1. The Government of The Bundesreich of Greiffjord, along with Greiffjord Armed Forces requested for Agattu to be able to rent one of their harbour to be used as temporary shelter for some of Greiffjord Kriegsmarine fleet during heavy winter.

And upon that request, The Government of Greiffjord requested this following conditions:

1. The harbour, if agreed, shall be under Agattu's discretion to pick, however The Government of Greiffjord has asked for the harbour not far from Greiffjord's mainland of Greenland, to allow fast response in case of attack on Greiffjord's Mainland.

2. Though the upcoming naval yard shall shelter Greiffjord Kriegsmarine's ships only during heavy winter, Greiffjord must be allowed access to the naval yard should necessary without violating Agattu's sovereignty.

3. Therefore, Greiffjord will request the naval yard management to be under Greiffjord's law the entire year to ensure proper service, with Agattu's representatives be allowed to supervise in the naval yard to liaise things between Greiffjord's representative with The Government of Agattu.

4. Requesting Extra-territorial Rights in the leased naval yard, meaning Greiffjording or anyone inside the base must abide to Greiffjord's laws. Vice versa, any Greiffjord's naval yard personnel must abide to Agattu's laws when they're outside the yard.

5. The leasing contracts shall last for about 10 years with Greiffjord paying annually to Agattu. Contracts cannot be terminated unless extraordinary events occurs, which will be discussed later.

The Holy Empire of Agattu is pleased to provide a port and some access to the Navy of Greiffjord. The conditions and locations are below.

Agattu will provide piers in the following cities. Greiffjord can use these piers year round and will be under the control of the Navy of Greiffjord. For all intents and puroposes, these piers and relative store houses and facilities will be Greiffjord territory.

- St. John's - Newfoundland and Labrador

- Solomon the II Joint Forces Base - Atlantis

- Scapa Flow - Shetland Islands

Agattu will provide a portion of its naval base in Halifax, Nova Scotia for the use by the Navy of Greiffjord. This portion will consist of 4 piers and 6 storage/office units. Agattan ships will be allowed to dock here during heavy use times and exercises. Greiffjord can consider this portion of Halifax Naval Yard as its own sovereign base.
