Prince Ludwig IV called for the colonization of Goa as a port into the Indian Ocean. He did this to allow tiroler ships clear passage into the ocean. The prince decided that should a state of war occur it was vital that the tirol had an open port that doesn't have a outstanding point for a blockade.
